I want to fit Klima underfloor heating. The existing floor is level with 26mm thick terracotta tiles on a screed base. Can I lay insulating boards then the heating element then approved Laminate flooring in that order or must I put a self levelling screed over the heating elements before I lay the laminate?

You can directly put the mat onto the chipboard/plywood as long as the mat is covered in self leveller. Or if you were going to use tile adhesive , you will be required to put a skim level of self leveller on the chipboard/plywood.
